The Single Spine Salary Structure (SSSS) is a unified salary system for public sector workers in
Ghana (those under Article 190 of the 1992
Constitution).
Workers are graded into 25 levels based on the following broad metrics:
1. Knowledge & Skills - qualifications, training, experience, and judgment required.
2. Responsibilities - supervisory roles, financial control, accountability for people/assets, and consequences of error.
3. Effort - mental, physical, and dexterity demands of the job.
4. Working Conditions - environment, hazards, exposure to risks, and posting in underserved areas.
